★環太平洋原子力会議



環太平洋原子力会議が今年、１０月２０日〜２５日まで日本で開かれるという。神戸で開かれるという。この会議は毎年、環太平洋の国々で行われる大きな規模の会議で、開会式には、おそらく橋本総理があいさつするだろう、という感じのものだ。日本で開催されるのは１８年ぶりだという。
　しかし、中身は、まるっきり原子力のセールス大会だ。史上最大の公害輸出・原発輸出をしようとするセールス大会だ。

ノーニュークス・アジア・フォーラムからこの情報を得たとき、私はめまいがする気がした。この神戸で、あの高速道路が倒壊し、火は休むことなく住宅と人々を焼き尽くした、この神戸で、いったい日本はどんな技術をセールスしようというのか。

多くの人が、神戸から学ばなければならないというのを聞いた。私は学ぶより、行動して欲しいのだが、百歩譲って、学んでもらうとしよう。では、何を？この神戸で、原子力会議で原子力をセールスさせておいて、なにを学んだというのだ。
　環太平洋地域とは、環地震地域のことだ。日本が、原発を輸出しようとしているインドネシアのムリア半島も火山地帯のまっただなかだ。

手に入れたパンフレットの内容を示す。ただし、英文なので、某翻訳ソフトの力を借りながら苦労してみたが、かなり、あやしい。そのつもりで読んで欲しい。訳は参考程度にとどめていただきたい。（内容の正確性はよう保障しません。ごめん！）

Conference outline

The tenth Pacific Basin Nuclear Conference which focuses on nuclear development in the Pacific Basin Region will be held in Kobe.
Japan, organized by Atomic Energy Society of Japan and the Japan Atomic Industrial Forum.
The conference is set for six days:October 20-25,1996. With a keynote theme of "Nuclear Future-Pacific Basin Challenges for Sustainable Development",the conference will focus on initiatives taken by the people in the Pacific Basin for future nuclear utilization,giving due respect to the issues of safety,environment and nuclear non-proliferation.

For the plenary session,we will have theme reports and perspectives from international organizations and national representatives. In the technical session, there will be some invited presentation for important technologies and research developments among presentation of contributed papers of high quality.

There will be three panel discussion of topics that will be of interest to all the participants.

核の発展が焦点となる第１０回環太平洋原子力会議が神戸で開かれる。
日本、日本原産会議、日本原子力学会。
会議は、『持続可能な開発のための原子力の将来−環太平洋地域の挑戦 』の要旨テーマと安全の問題にそれ相当な尊敬を与えて、未来の核の使用のための環太平洋地域の人々によってとられたイニシアティブの上の会議意志焦点と環境と核兵器の拡散防止について、６ days:October 20-25,1996に開かれる。
本会議に我々はテーマ報告と見通しを国際的な組織から述べる。そしてそこのテクニカルなセッションが重要なテクノロジーのための少しの招かれた提示と提示の間の研究発展である国家の代表が、高品質のペーパーを与えた。
全ての参加者の興味をそそるトピックの３討論会が持たれる。

Conference program

Plenary Sessions
There will be a plenary session each morning for presentations by the representatives from nuclear organization in the Pacific Basin. The concluding plenary in the afternoon of the fourth day of the conference will be a panel discussion tentatively titled:"International Cooperation in the Pacific Basin"

Panel Discussions
Three themes of interest have been selected for panel discussion in the afternoon of the second and third day of conference and in the morning of the fourth day. The topics selected are:
Nuclear Education
Public Acceptance
Economics of Nuclear Power Generation

Technical Sessions
43 technical sessions were organized from over 200 papers contributed from 21 countries around the world and the invited papers from the leading experts.

総会

総会中は午前に、環太平洋地域の核の組織の代表によってプレゼンテーションが行われる。
４日目の午後の閉会時の討論では『環太平洋地域のインターナショナルな協力 』と呼んだパネルが提案されている。

関心の３テーマが、会議の２番目の、そして第３の日のそして４番目の日の朝の午後に討論会のために選ばれた。

SPring-8

Spring-8 stands for Super Photon Ring-8GeV,is a large scale beam facility, which is currently under construction by RIKEN and JAERI in Harima Science Park City in Hyogo Prefecture.
The facility will be in service in 1997.

Monju

Prototype FBR monju is located on coast of the Sea of Japan in Tsuruga City, Fukui Prefecture. The reactor achieved initial criticality in April 1994.

高速増殖炉の原型炉もんじゅは、福井県敦賀にあり日本海の海岸で位置する。1994年４月初臨界に達した。
Ohi Nuclear Power Plant

Ohi Nuclear Power Plant is situated in Ohi, Fukui Prefecture, 100km North to Kobe, along the coast of the Sea of Japan, where four PWRs are in operation. Reactors No.3 and No.4 are the latest Japanese model. Ohi Power Plant is known for its public acceptance efforts. The reactor No.4 has a "seethrough" area, where public could see the facility through the glass window.
 		大飯原発

４つの加圧水型原発が効力を有している大飯は福井県の日本海の海岸に沿っており、神戸から100km 北部にある。
原子炉 No.3 と No.4 は最も後に建てられた日本のモデルである。
大飯原発は、そのパブリックアクセプタンスの取り組みで有名である。
原子炉 No.4 には、一般市民がガラス製のウィンドウを通して設備を見ることができる『 シースルー 』エリアがある。
Tadotsu Engineering Laboratory

Tadotsu Engineering Laboratory of NUPEC in Tadotsu, Kagawa Prefecture specializes in research on seismic safety and reliability of nucleare power plants. The laboratory owns the large scale high-performance shaking table for seismic test, which is one of the largest and the best shaking tables in the world.

 たどつ試験所

香川県のたどつにある、NUPEC の たどつ試験所では、原発の地震に関する安全性と信頼性を専門的に研究している。
地震のテストのために世界最大規模の高性能のテスト用振動台がある。


もんじゅについて、あれほどの事故があり、さらにある意味ではそれ以上に致命的な事故隠しまであったのに、それについては触れていない。この現状をいったいどう説明するつもりなのだろうか。
そして、大飯原発ではパブリックアクセプタンスがうまくいっているかのような表現をしているが、敦賀では増設反対の意志がはっきりと表明されており、原発施設の一部がのぞけるようにしたくらいで、ごまかし続けられる状況ではないのだ。

更に珠洲では選挙に不正があったことが明らかになり再選挙が行われる、巻町では初の住民投票が行われ、原発に対する住民の意志が明らかになる。南島町は、三重県民に対し、芦浜原発を拒否する署名をよびかけ、何と有権者の過半数を超える８１万人もの署名を集めた。

いったいどこにパブリックアクセプタンスがあるというのか。

冷静に見れば見るほど、先進国で建てれなくなった原発をアジア諸国に売り込もうとしていることが分かってくる。

この、神戸で、どうしてそんなことができるのだろうか。今なお神戸に響き渡る沈黙の声が彼らには聞こえないのだろうか。
